motorcycle going to Washington pass

Is it open for bicycles and motorcycles Fri. thru Sun?
Not motorcycles.
Someone pulled that stunt last weekend from the Newhalem side, sliding it under the gates on both ends. High speed, dodging through the groups of cyclists. It was selfish and dangerous.
