Loose dog on highway by big valley

Big black and white dog with collar but no tag, running loose on highway. We tried to get him into our car but he wouldn’t let us.

I came inches from hitting a large black and white dog on Hwy 20 at Big Valley last Sunday. Must be the same dog. Please don’t let you dogs run loose by very busy roads. Won’t end well for the dog or driver.
