Actually, other than giving their approval to the final draft, the County Commissioners had very little to do with the process. The bulk of the work was done by the dedicated staff in the Auditors office and volunteers from both major political parties (myself and three others). It involved many meetings over 2 years, and there are many benefits to the updates. It is something I have been advocating for many years. The reasons why are very wonky, but I am happy to explain if anyone wants to contact me.

Sadly, someone built a structure on the site of the former Carlton Mall. But if you squint really hard and use your imagination it kind of looks like the Acropolis.

I believe the renaming was a byproduct of reducing the number of precincts in the county to streamline other operations and save money. The county had been divided into a very large number of precincts which was expensive and unwieldy.
