Since you asked me for a timing information about riding down by bicycle, here is a figure that is far more accurate than I actually told you. Today, with a cyclo-cross bike without suspensions, it took me about one hour to ride down from the lookout to Highway 153, divided as:
~ 23 mn riding time from the lookout to the intersection with the main forest service road (Benson Creek road)
~ 30 mn riding from that intersection to the highway
~ 7 mn stops for tire pressure adjustment , waiting for dust to settle after a car passed me, and fiddling with a few other minor things.
