Unfortunately most flip phones do not have GPS, so it may be impossible. You're right, though, that there may be scams online who claim to be able to find it for you. I would recommend contacting your cellphone carrier — they will have the most accurate information.

I can also confirm that resetting the router (unplugging, then plugging back in after a few minutes) helps for maybe an hour but quickly degrades. Unfortunately if this is a valley-wide issue, I think that means T-Mobile doesn't really care.
